American Recovery and Reinvestment Act Project - Hospital Replacement Phase I at Fort Hood, Texas, Was Properly Planned; However, Transparency Could Be Improved

Abstract

Our overall objective was to evaluate DoD's implementation of Public Law 111-5, "American Recovery and Reinvestment Act of 2009," February 17, 2009 (Recovery Act). Specifically, we reviewed the planning, funding, initial project execution, and tracking and reporting of the project "Hospital Replacement Phase I," at Fort Hood, Texas, to determine whether personnel at the TRICARE Management Activity (TMA), the U.S. Army Medical Command (MEDCOM), and the U.S. Army Corps of Engineers (USACE) complied with Recovery Act requirements; Office of Management and Budget (OMB) Memorandum M-09-10, "Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009," February 18, 2009; and subsequent related guidance.
