American Recovery and Reinvestment Act-Execution of Aberdeen Proving Ground Projects to Replace Boilers and Repair Interior

Abstract

Our overall objective was to determine whether DoD implemented Public Law 111-5, "American Recovery and Reinvestment Act of 2009," February 17, 2009, (Recovery Act) by meeting the requirements in the Recovery Act, Office of Management and Budget Memorandum M-09-15, "Updated Implementing Guidance for the American Recovery and Reinvestment Act of 2009," April 3, 2009, and subsequent related guidance. We assessed Aberdeen Proving Ground's (APG's) implementation of plans for two projects. Specifically, we reviewed justification and requirements for projects "Replace 3 Boilers in E1574" (boiler project) and "Repair Interior of APG 30" (interior project).
