Changing Requirements of Assurance and Extended Deterrence

Abstract

Based on a series of workshops from 2007 to 2009 that brought together regional and country experts with deterrence analysts, this paper explores the changing requirements of assurance and extended deterrence in U.S. national security policy. The paper develops cross-cutting themes and major conclusions concerning what remains constant and what is changing in the complex dynamics of the security assurance world.
