Abstract
This issue of InterAgency Journal contains the following articles: "What 'Right' Looks Like in the Interagency: A Commander's Perspective," by William "Kip" Ward, describes how DoD built U.S. Africa Command to institutionalize interagency perspectives into its mission and activities; "Interagency Cooperation: An Ambassador's Perspective," by Thomas J. Miller, presents 10 simple thoughts for improving interagency cooperation; "Learning the Hard Way: Lessons from Complex Operations," by Michael Miklaucic, examines a sample of issues related to bureaucratic culture and conceptual approaches that impede the learning process for U.S. civilians in complex operations; "Moving Beyond Force-on-Force Planning," by James Cricks, contends that various noncombatants and other third party players constitute the majority of people in any war zone but receive scant attention in the American military planning process; "Kansas National Guard Agribusiness Development in Afghanistan," by Eric Peck and Lyndee Kemmet, discusses the critical role that National Guard Agribusiness Development Teams are playing in the reconstruction of Afghanistan; "Civil-Military Balance in Conflict Operations," by Kurt E. Mueller, discusses the challenges of coordinating civil and military power in civil-military interventions; and "Interagency Collaboration on the High Seas," by Brian Wilson, describes the botched asylum request of Simas Kudirka in 1970 and its subsequent effects on interagency coordination.
