Standardizing Readiness and Response in Defense Support of Civil Authorities

Abstract

In Defense Support of Civil Authorities (DSCA) the military strives to ensure that planning, coordination and execution are synchronized when preparing for and responding to a disaster. To preclude repeating frequent failures in timeliness, preparation and coordination a standard framework must be developed to synchronize existing and evolving processes and capabilities. In addressing these inadequacies, an Adaptive Battle Staff Concept for domestic response is recommended.
