Study on Persistent Monitoring of Maritime, Great Lakes and St. Lawrence Seaway Border Regions

Abstract

This study employed a systematic and interdisciplinary analysis to better understand the current and arising capability gaps relating to the security of the maritime, Great Lakes and St.Lawrence Seaway (GLSLS) border regions. It examined strategies and technological approaches for persistent small vessel surveillance, and evaluated potential solutions that would address the identified gaps. The approach included a review of the technical literature, a qualitative survey of stakeholders, an analysis of requirements and resulting gaps, and an assessment of potential solutions enabled by new technological approaches and operational procedures. This evaluation of a variety of potential systems, technologies and techniques resulted in a roadmap designed for a Surveillance, Intelligence, and Interdiction solution which allows persistent surveillance and the accurate, robust and timely identification of small vessels - compliant and non-compliant, while allowing the efficient operation of our maritime border areas.
