Naval Air Systems Command Lakehurst Contracts Awarded Without Competition Were Properly Justified

Abstract

Our objective was to determine whether noncompetitive contract awards were properly justified as sole source at Naval Air Systems Command (NAVAIR) Lakehurst, New Jersey. This report is the first in a series of reports on DoD contracts awarded without competition. See Appendix A for the scope and methodology and prior coverage related to the objectives.
