Civil-Military Operations in the Post Conflict Environment: Northern Uganda Case Study
Abstract
Northern Uganda has suffered a violent civil conflict between the Government of Uganda and the Lord's Resistance Army (LRA) for over two decades. The conflict has resulted in over 1.6 million internally displaced persons and over 66,000 abducted children who have been forced into soldiering. In 2006, the LRA could no longer sustain the fight against the Government of Uganda and fled into Southern Sudan. Northern Uganda then shifted from a combat zone into an extremely complex post-conflict environment. The Government of Uganda began reconstruction efforts to piece the region back together and initiated a series of programs, projects, and donors. Central to the overall efforts toward security and development was the Ugandan military, the Uganda People's Defense Force (UPDF). The UPDF conducted a series of civil-military operations to assist in reconstruction and post-conflict operations within its own borders. Using Northern Uganda as a case study, this thesis will explore the impact of civil-military operations within a post-conflict environment that still includes stability and counterinsurgency operations. Through the Ugandan example, the thesis will determine the salience of civil-military operations in post-conflict operations as both a force multiplier and as a means to gain popular support for the government.
