Strategic Stability at Low Numbers of Nuclear Weapons

Abstract

(U//FOUO)In a world with low numbers of nuclear weapons there must be reliable verification and monitoring procedures so that militarily significant cheating can be detected and addressed. Finally, a central question must be addressed: What is the problem for which the elimination of nuclear weapons is the solution? Is it the existence of the weapons themselves, the use of nuclear weapons, or both? It would behoove the United States to answer this question before committing to further dramatic reductions.
