Detention Operations: The Strategic Wildcard

Abstract

This paper examines the historical background of detention operations and current detainee missions, specifically, the detainee assessment process and its effect at the strategic, operational, and tactical levels of war. Further, it examines the value of educational programs for detainees and their effect on recidivism rates as well as the importance of establishing optics -- a series of checks and balances -- for viewing the success of detention operations.
