Fourth Generation Warfare in Chile: Illicit Drug Trafficking Threats

Abstract

Since the end of the 20th Century, a range of nonconventional threats has been challenging the global community, including irregular conflicts, insurgencies, terrorism, and crime. The purpose of this research is to explore the risks of Fourth Generation Warfare (4GW) in Chile, and how its National Defense Strategy is prepared to face these threats with a specific focus on illicit drug trafficking. The paper reviews the theory and characteristics of 4GW, identifies current nonconventional threats in Chile, examines changes in the illicit drug trade and in smuggling routes in Latin America, analyzes Chile's existing National Defense Strategy and how it may help Chile face 4GW, and presents recommendations for policy makers and advisers who are responsible for developing and implementing National Defense policies in Chile. The recommendations will be useful for officers in the Chilean Armed Forces who may be involved in countering 4GW in the future.
