Army Transformation: Navigating into the Blue Ocean
Abstract
The Malaysian Army (MA) is in the midst of transforming to be an objective force that is professional, versatile, credible, and capable of defending the nation's integrity, sovereignty, and interests by the year 2020. The Malaysian Government also is embarking on a bold transformation program on a scale that no other government in the work has undertaken. The objective of the Malaysian Government's Transformation Program (GTP) is two-fold: (1) to transform the government to be more effective in its delivery of services and more accountable for outcomes that matter most to its people; and (2) to move Malaysia forward to become an advanced, united, and just society with high standards of living for all as envisaged in its Vision 2020. Under the GTP, the government has identified six major policy areas known as National Key Result Areas (NKRA): Reducing Crime, Fighting Corruption, Improving Student Outcomes, Raising the Living Standards of Low-Income Households, Improving Basic Infrastructure, and Improving Urban Public Transportation. To achieve the NKRA goals, the government employs the Blue Ocean Strategy (BOS). The BOS is a business strategy posited by Professor W. Chan Kim and Professor Renee Mauborgnee. The main idea of the BOS is to value innovative ideas by moving away from traditional boundaries of competition and creating uncontested market space and new demand. Catalyzing the aspirations of the GTP, and employing the BOS, the MA is venturing into the Blue Ocean, an area where it has never been before, to do things that it has never done before. Over and above its primary role to defend the nation and its interests from external threats, the MA will assist the government in building the nation. The end-state for the MA is to play a wider role in nation building, enhance interagency cooperation, develop multi-skilled soldiers, and be more relevant to the public. A few pilot activities have already been identified and successfully implemented.
