Chemical, Biological, Radiological, and Nuclear Response Enterprise: A Way Ahead
Abstract
Although domestic response is the Army's most important mission, many could argue that the Department of Defense (DoD) has yet to adequately posture for Defense Support to Civil Authorities (DSCA). In their 2010 report, "Before Disaster Strikes," the Rand Corporation, under a Federally Funded Research and Development Center contract to DoD, led a team of experts in studying the issues associated with a DoD response to a Chemical, Biological, Radiological, or Nuclear (CBRN) incident. The report was mandated by law under the provisions of the National Defense Authorization Act of 2008. This paper will capitalize on that report with further exploration of the use of Maneuver Enhancement Brigades (MEB) as the apportioned Active Component response force to CBRN incidents. The paper also examines the sufficiency, efficiency, and effectiveness of the CBRN Response Enterprise (CRE).
