Executive Order 13423: (1) "All Appropriate Facilities Will Use Environmental Management Systems (EMS) as the Primary Management Approach for Addressing Environmental Aspects of Internal Agency Operations and Activities"; (2) For the Air Force, "Appropriate Facilities" Equates to "Major Installations"; and (3) "Implement EMS at All Appropriate Organizational Levels to Ensure Use of EMS as the Primary Management Approach for Addressing Environmental Aspects of Internal Agency Operations and Activities."
