American Recovery and Reinvestment Act-Implementation of the Advanced Metering Infrastructure Requirements for Planning, Contractor's Performance, and 'Reporting Was Ineffective

Abstract

We are providing this report for review and comment. Naval Facilities Engineering Command Southwest officials did not have effective controls over the planning, contractor's performance, and reporting of the Advanced Metering Infrastructure project, vallied at $24.8 million. As a result, Navy lacks reasonable assurance that $24.8 million of Recovery Act funds were appropriately justified and the installation of the meters was properly planned. We considered management comments on a draft of this report when preparing the final report.
