Department of the Army Policy Considerations for Green Sustainable Remediation

Abstract

The Army needs to develop a written policy for green sustainable remediation (GSR). The policy should capitalize and incentivize remediation system optimization/practices and integrate green principles into remedy selection, future land use, and the use of renewable energy for cleanups (current and future). This research paper provides recommendations for an Army GSR policy that is based on research and analysis of GSR policies, guidance, and initiatives used by the Department of Defense (DoD), various services (i.e., Army, Navy, Air Force), the U.S. Environmental Protection Agency (EPA), and various state regulatory agencies and organizations. This research will identify data gaps, information requirements, and process change requirements for future Army GSR policy. The current Army policy is to follow the DoD GSR policy memorandum dated August 29, 2009, which encourages green remediation where applicable. It is critical for the Army to manage and control its own GSR efforts. If determined necessary, the Army must go beyond DoD's GSR policy and develop its own formal GSR policy.
