Phase 1 Environmental Baseline Survey for Construction of a Solar Photovoltaic System by NV Energy on Nellis Air Force Base, Clark County, Nevada
Abstract
This Phase I Environmental Baseline Survey report was prepared to support the proposed construction of a solar photovoltaic system (SPVS) on Nellis Air Force Base (AFB) by NV Energy to supply power to Nellis AFB from renewable energy sources. The southern portion of the subject property (south subject property) involved in the proposed action is located on a portion of the former Nellis AFB golf course adjacent to Sloan Channel and on the closed landfill south of the golf course club house. The central portion of the subject property is a feeder line between the SPVS and the Nellis AFB North Gate Substation. The feeder line would be buried along Nellis AFB roadways (Kinley Drive, McCarran Boulevard, Duffer Drive and Mountain Home Road) for a connection at the Nellis Northgate Substation (see Figures 1, 2, 3 and 4; Appendix B). This report was prepared and the site reconnaissance was conducted according to Air Force Instruction 32-7066: Environmental Baseline Surveys in Real Estate Transactions. Additionally, this report followed guidance provided by the American Society for Testing and Materials guidelines ASTM E1527-05, which define good commercial and customary practices in the United States for conducting an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (42 USC 9601) and petroleum products.
