Use of Mobile Video to Enhance Situational Awareness in HA/DR Missions

Abstract

There are several incident report systems designed for humanitarian assistance/disaster relief operations. The Smartphone Assisted Readiness, Command, and Control System, SPARCCS, is one which brings the availability of cloud computing and mobility of smartphone/tablet together. It provides a clear common operational picture in order to create situational awareness among participants. Initially, responders are not able to share video clips between each other and headquarters. This thesis proposes to add video share, capture and display capability to the system.
