NATO: Continuing and Emerging Challenges -- Continuing and New Relevance. White Paper Study Group on NATO's Future

Abstract

This publication addresses the question of the continuing and future relevance of NATO to U.S. national security interests in the face of the U.S. "pivot" to Asia, the increasing complexity of threats to the United States and its allies, and the severe fiscal pressures faced by Alliance members due to the continuing economic difficulties being experienced on both sides of the Atlantic. It argues that the Alliance continues to be an essential contributor to U.S. security, and that the United States needs to remain engaged, while recognizing that the balance of effort within the alliance must shift towards greater European contributions. It also argues that steps need to be taken to preserve the Alliance's capabilities and interoperability that were acquired during recent operations in Afghanistan. A key step in this direction is adequate resourcing for the NATO Response Force.
