The Department of Defense surges forward with plans to increase efficiency by downsizing Its in-house laboratories. Corporate America's adventure with such policies during the past decade, however, has left It with strong second thoughts (as well as low employee morale, high trnover, stagnant profits. and little increase In productivity).
