Research Using In Vivo Simulation of Meta-Organizational Shared Decision-making (SDM). Task 4: Modeling of Communication and Decision Functions within a Shared Decision-making (SDM) Framework

Abstract

This report presents Task 4: Modeling of Communication and Decision Functions within a Shared Decision-making (SDM) Framework of the work stream "Research Using in Vivo Simulation of Meta-Organizational Shared Decision Making (SDM)". This component of the Technology Innovation Fund (TIF) program on Meta-organizational Collaboration was designed to assist in understanding challenges faced by the Canadian Forces (CF). The objective of the stream is to conduct basic research into shared decision making through the analysis of case studies, exercises and live simulations, as well as to test the shared decision making framework in vivo. Method: Activities under Task 4 focused on the completion of sessions of the in vivo simulation of shared decision making in a complex scenario with experienced high level responders, as well as completing additional qualitative interviews with key decision makers involved with one or more extreme events. The data generated was analyzed with the aim to validate the Model of Inter-organizational Problem-solving Approaches developed under Task 1 and to develop potential considerations and guidelines with respect to communication, decision-making and problem-solving in multi-organizational environments during extreme events. The approach to validating the theoretical Model was to test various hypotheses using an experimental design that allowed for actual in vivo sessions during which senior decision-makers performed specific tasks in relation to a complex scenario. Qualitative methods consisted of in-person, semi-structured interviews with professionals from a variety of organizations and jurisdictions in senior decision-making roles related to emergency management.
