Strategic Retirement Reform: Identifying the Broader Strategic Effects from Changes in Human Capital

Abstract

This project seeks to assess changes in the retirement decision-making process of military personnel if the Department of Defense (DoD) shifts from a pension system to a defined contribution retirement system. Multiple theses have been written regarding the potential cost savings to DoD if it adopts a defined contribution plan, and how a change of this nature could affect military personnel retention rates. This project differs from other research in the field in that the authors assume that DoD will shift retirement compensation away from a pension system and 20-year vesting of benefits in the near future. The authors use the unfolding model of voluntary turnover and focus groups to assess the decision-making process of service members, and the potential implications for the services (e.g., knowledge retention), if DoD shifts to a defined contribution system.
