Cost Avoidance Techniques for RC-135 Program Flying Training

Abstract

The process of training a student from his/her first sortie through flight evaluation is called Program Flying Training (PFT). Initial Qualification Training, conducted by aircraft Flying Training Units (FTUs), provides operational squadrons with new aircrews. Because of high and persistent demand, FTUs are under constant pressure to complete as much training as possible per day. These demands become even more difficult with the current states of military aircraft and DoD budgets: Air Force aircraft are not getting any younger and flying hour programs are not receiving more hours. Simply put, FTUs are asked to produce at an equal or greater level every year despite reduced resources. This research seeks to determine where limited resources are best allocated to produce the same or greater number of qualified aircrew at a reduced cost. The method involves using Partial Mission Trainers (PMTs) where possible, and giving commanders the flexibility to cancel sorties that are deemed inefficient. The analysis will specifically examine RC-135 flying operations at Offutt AFB, Nebraska. Flying data from the 338th Combat Training Squadron (RC-135 FTU) is analyzed to determine where inefficiencies occur within the flying schedule. Once identified, the flying schedule can be "reflowed" to incorporate the use of PMTs. Furthermore, evidence exists that commanders can cancel specific sorties and not lose PFT productivity. By eliminating inefficient sorties and rescheduling them at a later date when more students are available, FTUs may be able to improve their PFT productivity.
