Ingenuity and National Security

Abstract

The global environment is changing rapidly and the ways and means to influence it must keep up with the pace of change. If the United States is to continue to thrive in the 21st century, it must adopt a national security structure capable of producing a strategy that is reflective of the changing security environment, and that can employ the instruments of national power to keep pace with the changing security environment. The stimuli for reform in the national security structure has often found its genesis in Department of Defense (DoD) reform efforts. History demonstrates that reform of the national security structure requires a political champion whose authority determines the depth and breadth of reform. The current U.S. strategic environment is polluted with bipartisan politics that hamper the emergence of a political champion for national security reform. Until the strategic environment improves, DoD must continue to lead security reform efforts, since it plays a critical role in shaping the changes needed for the United States to remain a relevant international leader in the 21st century.
