Denver UASI All-Hazards Regional Recovery Framework. Version 1.1

Abstract

To support recovery planning, the jurisdictions comprising the Denver UASI partnered with the State of Colorado, military, private sector, non-governmental organizations, and the U.S. Department of Homeland Security and other federal agencies developed a disaster recovery framework. From this comprehensive framework, critical recovery decisions can be made at a regional level, and local jurisdictions have a guide by which to develop their own recovery plans. Sections of the framework lay out its purpose, scope, and overall issues; provide context on approach and principles for the three phases of recovery defined by FEMA (short-term, intermediate, and long-term); and address functions needed to restore communities. Annexes provide specific details on recovering from biological, chemical, and radiological/nuclear incidents.
