Logic Assumptions and Risks Framework Applied to Defence Campaign Planning and Evaluation

Abstract

This report documents the development and application of the Logic, Assumptions and Risks Framework (LARF) by DSTO, in an effort to establish a mechanism to improve the transparency of the decision paths that underpin planning and evaluation. The challenge was to develop an approach that draws from established planning and evaluation theory, but is tailored for Defence-specific requirements, specifically for use in campaign planning and assessment activities. This framework has been trialled and validated in a range of practical scenarios and has proven to be effective. Consequently, it is assessed as being well-suited to the current and future Defence decision-making environment, and is likely to continue to be applied as part of DSTO's support.
