Envirenmental Baseline Survey, Nellis Terrace Housing Area, Nellis Air Force Base, Nevada
Abstract
This environmental baseline survey (EBS) has been prepared to document the environmental condition of real property at the Nellis Terrace Housing Area at Nellis Air Force Base (AFB), Nevada, resulting from the storage, release, and disposal of hazardous substances and petroleum products and their derivatives over the installation's history. Preparation of an EBS is required by Department of Defense (DOD) policy before any property can be sold, leased, transferred, or acquired. Air Force Policy Directive (AFPD) 32-70, Environmental Quality, provides responsibilities and procedures for conducting an EBS, and is implemented through Air Force Instruction (AFI) 32-7066, Environmental Baseline Surveys in Real Estate Transactions. The EBS will also be used by the Air Force to comply with the provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) 42 U.S. Code (U.S.C.) Section 9620(h)(3) when property is being transferred by a federal agency. This EBS aids in establishing present property conditions that would be utilized in making decisions supporting the lease of the Nellis Terrace Housing Area land and transfer by deed of housing units to a private contractor
