Saudi Counter-Terrorism Strategy: Identifying and Applying Lessons Learned
Abstract
In analyzing Saudi counter-terrorism strategy, this project examines the effectiveness of concentrating efforts on treating the causes rather than reacting to the symptoms, and seeks to identify lessons from Saudi and related counter terrorism experience to find ways to be proactive rather than reactive. Also this research will compare whether results have been more positive from applying force and violence or when showing mercy and leniency. Analysis from these lessons learned will be applied to recommend ways to integrate all means, "direct and indirect," to yield more effective results. The core question this research seeks to answer is, in countering terrorism, is "Can a stick-and-carrot system work, with an ideological enemy?"
