Countering Terrorist Recruitment Through Agile, Targeted Public Diplomacy

Abstract

The need for a coordinated interagency approach to the threat posed by terrorist recruitment in the Islamic world existed even before the terrorist attacks of September 11, 2001. More than a decade passed, however, before the United States established an integrated counterterrorism strategic communications initiative. Countering violent extremism is the primary national military objective specified in the National Military Strategy, the Secretary of Defense s Sustaining U.S. Global Leadership: Priorities for 21st Century Defense, and the Quadrennial Defense Review. One of the few methods apart from special operations to counter violent extremism at its source, strategic communications and public diplomacy offer an effective whole-of-government approach to counterterrorism that warrants robust military support.
