Assessing Post Conflict State Building Efforts

Abstract

The United States has a history of limited success in trying to rebuild states it has invaded in the post-conflict environment. A review of U.S. state-building outcomes in Afghanistan and Iraq highlights this lack of success in state-building capacity in many areas that are considered priorities for weak states. Part of the reason for this limited success is unfocused strategy. This paper presents evaluation frameworks and tools for assessing state-building missions, and offers Afghanistan, Iraq, and Mali as case studies. With regard to events in Mali, now is the time to consider what will be required to prevent Mali from becoming another failed state-building mission.
