The Gap in Operation and Maintenance of the Afghan National Security Forces Infrastructure

Abstract

Approximately $11.7 billion has been spent to provide the Afghan National Security Forces (ANSF) with the infrastructure required to meet their training and operational requirements. There are increasing indicators that the Government of the People's Republic of Afghanistan (GIRoA) does not have the technical capacity nor the financial resources needed to maintain and operate the ANSF's infrastructure. This study focuses specifically on ANSF infrastructure due to the importance of infrastructure to operational readiness and ANSF personnel retention. The purpose of the study is to determine the technical capacity and funding needed for ANSF infrastructure operations and maintenance (O&M). The study then identifies the GIRoA's projected capacity for ANSF infrastructure O&M at the end of 2014, when coalition forces are set to withdraw. The difference between the government's required and projected O&M capacity at the end of 2014 is then determined. Recommendations are provided to close the gap.
