Interagency Rebuilding Efforts in Iraq: A Case Study of the Rusafa Political District

Abstract

Since 2004, the Special Inspector General for Iraq Reconstruction (SIGIR) has conducted 387 inspections and audits of U.S.-funded projects and programs that supported stabilization and reconstruction operations in Iraq. This report, the third and final one in SIGIR s Special Report series, takes an in-depth look at one geographic area Baghdad s Rusafa Political District to detail the collective investment of U.S. government agencies reconstruction and stabilization efforts in that area. It seeks to assess the impact of that investment, as derived from a series of interviews with the executors and the recipients, and provides seven lessons learned applicable to stabilization and reconstruction operations.
