Small Arms Ammunition Fund Management in Support of the Global War on Terror

Abstract

The objective of this audit was to determine whether the Military Departments properly managed small arms ammunition funds in support of the Global War on Terror (GWOT). We reviewed: a) budgetary requests and the two appropriation bills passed by Congress for FY 2007 that funded GWOT ammunition procurements; b) the flow of FY 2007 GWOT funds from the Office of the Secretary of Defense (Comptroller) to the procurement offices; c) the procurement actions performed by the Program Executive Office for Ammunition and the Military Departments; d) the obligations and other relevant supporting documentation for small arms ammunition contracts to ensure their accuracy and completeness; and e) the processes used for tracking GWOT obligations through the Military Departments respective accounting systems.
