Defense Science Board Final Report of the Permanent Task Force on Nuclear Weapons Surety on the Air Force Nuclear Enterprise Follow-on Review

Abstract

In April 2012 the Defense Science Board (DSB) Permanent Task Force (PTF) on Nuclear Weapons Surety was asked to conduct a broad, independent review of the Air Force nuclear enterprise. This review is a follow on to the Task Force s 2010 Independent Assessment of the Air Force Nuclear Enterprise, report dated April 2011. This independent review was tasked to include an examination of organization, operations, logistics, and surety. The Terms of Reference are at Appendix B. The Task Force is comprised of individuals with expertise in nuclear operations, nuclear weapons and systems, nuclear surety, and support systems and organizations. The Task Force membership is at Appendix C. To gather the information and understanding demanded by this task, the Task Force visited and held discussions with components of the nuclear forces and with agencies supporting the nuclear forces. This activity extended from August 2012 through December 2012. The list of visits and discussions is at Appendix D. This report focuses on the conduct and support of daily operations in the nuclear forces. It does not address important major acquisition programs to sustain the forces. Further, it does not address plans and programs to sustain the nuclear weapons stockpile.
