A Best Practices Based Approach to Major Defense Acquisition Programs

Abstract

Defense acquisition has been plagued by inefficiency, cost overruns, and delays for centuries. Major Defense Acquisition Programs (MDAPs), evolutionary weapons programs with large investments in research and technology development, have been especially susceptible to these problems. A good deal of effort has been expended in reforming defense acquisition to make it more efficient. However weapons acquisition is still costly and inefficient. This study provides a background in the defense acquisition process and advocates for the adoption of private industry best practices, especially Knowledge Based Acquisition (KBA), in helping to increase cost effectiveness and efficiency.
