Defeating the IED: JIEDDO's Mission Impossible, the Lure of Technology, and the Emergence of the COIN Solution

Abstract

The task assigned to the Joint Improvised Explosive Device Defeat Organization (JIEDDO), to defeat the improvised explosive device (lED) as a weapon of strategic influence, was an impossible and poorly-defined task. It was the insurgency, not the lED that was strategically important, and the best solution was a counterinsurgency.
