The Five Point Plan: Foundational Transformation of the South Sudan Armed Forces

Abstract

The five core areas required to develop the SSAF into a professional army are: education, institutional development, the creation of a "Citizen Soldier" reserve, military reorganization, and Foreign Internal Defense (FlO) to sustain and bolster the active forces.
