The Navy and Marine Corps team is best suited to be the 'first responder' for international Humanitarian Assistance/Disaster Relief (HA/DR) operations to fulfill the role of enabler for United States Agency for International Development (USAID), other-government agencies, and non-governmental organizations (NGOs) in response to HA/DR. As the lead for international disaster relief efforts USAID, specifically Office for Foreign Disaster Assistance (OFDA) is responsible for coordinating international disaster relief efforts for the U.S. With this in mind Department of Defense needs to coordinate support to OFDA as an enabler for disaster relief efforts.
