DNI: Help or Hindrance?

Abstract

The Director of National Intelligence (DNI) created in 2005 by the Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004 is not just another level of bureaucracy, but rather is the one leader and voice for the sixteen intelligence communities (IC) setting forth policies and allocating budgets to enhance information sharing and cooperation through the use of integrated technology for the good of the nation's security and defense.
