Military Housing Privatization Initiative (MHPI), Eglin AFB, Florida and Hurlburt Field, Florida. Final Environmental Impact Statement

Abstract

This Record of Decision (ROD) and Finding of No Practicable Alternative (FONPA) documents the Air Force's decision regarding implementation of the Military Housing Privatization Initiative (MHPI) and related actions at Hurlburt Field and Eglin Air Force Base (AFB), Florida. In making this decision, the Air Force considered information, analyses, and public comments contained in the Final Environmental Impact Statement (FEIS) for the Military Housing Privatization Initiative at Hurlburt Field and Eglin AFB, Florida1 , along with other relevant factors and supporting materials. The FEIS was developed in compliance with the promulgated Air Force National Environmental Policy Act (NEPA) implementing regulations (32 Code of Federal Regulations [CFR] Part 989), as directed by 32 CFR Part 174, Revitalizing Base Closure Communities and Addressing Impacts a.[ Realignment, particularly 32 CFR 174.17, NEPA. This ROD has been prepared in accordance with the Council on Environmental Quality (CEQ) regulations implementing NEPA at Title 40 CFR 1505.2, Record ofDecision in Cases requiring Environmental Impact Statements. Specifically, this ROD: States the Air Force's Decision, Identifies alternatives considered by the Air Force in reaching the decision, specifying the alternative considered to be enviromentally preferable, Identifies and discusses relevant factors, including operational, enviromnental, and economic considerations, States whether the Air Force has adopted all practicable means to avoid or minimize enviromnental harm from the alternative selected, and Adopts and stm1marizes the monitoring and enforcement program where applicable for any mitigation.
