Environmental Assessment for the Beddown and Flight Operations of Unmanned Aircraft Systems at Cape Canaveral Air Force Station, Florida

Abstract

The mission of CBP Air and Marine (CBP A&M), the world's largest law enforcement air force, is to protect the American people and Nation's critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States. This specialized law enforcement capability allows CBP A&M to make significant contributions to the homeland security efforts of DHS. CBP A&M has identified the need to establish a maritime UAS operating presence along the southeast coastal region. The purpose of this action is to establish a U.S. CBP A&M Southeastern Region Operations Center that has the capability to support UAS operations in the vicinity of Cape Canaveral Air Force Station (CCAFS) in Florida. Because the CBP A&M Proposed Action would occur on a United States Air Force (USAF) installation, the USAF and CBP A&M have been working in concert to prepare this Environmental Assessment [EA]. Resources addressed in the EA include land use, geology and soil, hydrology and groundwater, surface waters, floodplains, vegetative habitat, wildlife and aquatic habitat, threatened and endangered species, cultural, historical, archeological resources, air quality, climate, noise, utilities, roadways, aesthetic and visual resources, hazardous materials, socioeconomics, environmental justice, sustainability and greening and human health and safety.
