Implementation of a General Reform Plan in the Army of the Dominican Republic (IMPLEMENTACI N DE UNA REFORMA INTEGRAL EN EL EJ RCITO DE LA REPUBLICA DOMINICANA)
Abstract
The United States' invasion of 1916 and its influence during the period of the Cold War resulted in doctrinal, organizational, and structural distortions in the Army of the Dominican Republic. The invasion changed the essence of the army remaking it into a constabulary force focused on controlling the population and the nation's resources. The Cold War period encouraged a type of military "gigantism" out of proportion to any strategic necessity which in turn served to support the dictatorship. Reform efforts to date have not been able to break with these inherited distortions thus limiting the modernization and professionalization required to bring the army out of its inertia. Therefore, it is fair to ask: What reform model must be adopted by the Dominican Army so that it may reach its modernization objectives in an autonomous manner which at the same time would be complementary to the decisions of the political authorities? The conclusions establish the need for revising the laws governing national defense. In addition, the Dominican Army must be organized according to its tasks, and its size must be determined by the needs, the dangers faced, and the economic resources of the nation.
