Environmental Assessment, Project MOUNTAINVIEW Facility, Buckley Air Force Base, Colorado

Abstract

The National Security Agency (NSA) proposes to construct and operate the MOUNTAINVIEW facility within or in the vicinity of Buckley AFB, Colorado. The MOUNTAINVIEW facility would replace the existing NSA-Colorado (NSAC) facility, formerly the Denver Security Operations Center, at Buckley AFB, which would be subsequently demolished. This EA addresses the proposed replacement of the NSAC facility at Buckley AFB, Colorado. The Proposed Action is needed because the NSAC facility is currently operating from outdated modular structures that do not have sufficient space and infrastructure capabilities to meet current and future mission requirements, particularly with respect to information technology and power infrastructure. The Proposed Action includes construction and operation of the proposed MOUNTAINVIEW facility within the Aerospace Data Facility-Colorado (ADF-C) compound at Buckley AFB followed by demolition of the existing 50,000-square-foot (ft2) NSAC facility. The proposed MOUNTAINVIEW facility would be immediately north and northwest of the existing NSAC facility and would include an approximately 201,000-ft2 operations building, 5,000-ft2 chiller plant, 19,000-ft2 power plant, four 20,000-gallon capacity aboveground storage tanks (number and size could vary) to contain an operational capacity of 60,000 gallons of diesel fuel, and a 610-vehicle employee parking lot (adequate for three shifts). All three buildings of the proposed facility would be designed to be expandable and achieve an energy efficiency rating of Leadership in Energy and Environmental Design (LEED) Silver at a minimum and would target a rating of LEED Gold. This EA analyzes and documents potential environmental consequences associated with the Proposed Action and the No Action Alternative.
