Environmental Assessment Building 5745, Historical Building Demolition, Barksdale Air Force Base, Louisiana

Abstract

PURPOSE OF AND NEED FOR PROPOSED ACTION. This Environmental Assessment (EA) evaluates the potential impacts on environmental and human resources from the proposed action. This EA conforms to the requirements of the National Environmental Policy Act (NEPA) and the Air Force's Environmental Impact Analysis Process (EIAP) implementing NEPA. Section 1.1 of the EA describes the purpose and need for the proposed action. The proposed action will be to demolish Building 5745. The action is necessary in order to reduce Barksdale AFBs physical presence by 20 percent by 2010 (U.S. Air Force Civil Engineer Strategic Plan). The plan focuses on limited time and funding which is available due to extreme infrastructure limitations necessitated by a realignment in the Air Force (AF). The mission of the AF can only be sustained by diverting resources away from excess, obsolete and under-utilized infrastructure.
