Nellis and Creech Air Force Bases Capital Improvements Program Environmental Assessment
Abstract
The United States Air Force (Air Force) proposes to update the 2002 Nellis Air Force Base (AFB) and Creech AFB General Plans including the Capital Improvements Program (CIP) and Area Development Plans (ADP). The Nellis and Creech AFBs General Plans were recently completed, but due to mission changes, changes to the 2002 General Plans and associated CIP have been initiated. The mission changes at Nellis and Creech AFBs are substantive enough to require update of the CIP projects list and development of ADPs to logically locate new improvements into areas of similar functions. An updated General Plan would also highlight outdated facilities that demand considerable energy. Replacing them with new energy efficient, updated facilities would yield considerable savings for the bases and conform to Department of Defense guidelines for Leadership in Energy & Environmental Design (LEED) facilities. The Air Force also analyzed the no-action alternative. Baseline conditions as reflected by the no-action alternative provide a comparison to the environmental impacts of the proposed action. The Environmental Assessment (EA) provides an analysis of the potential environmental consequences resulting from implementing the proposed action. Ten resource categories were thoroughly analyzed to identify potential impacts. According to the analysis in this EA, implementation of the proposed action would not result in significant impacts to any resource category or significantly affect existing conditions at Nellis or Creech AFBs. The following summarizes and highlights the results of the analysis by resource categories that initial evaluation indicated could be effected by the proposed action.
