Environmental Baseline Survey, Real Property Transaction Between Nellis Air Force Base and the City of North Las Vegas for Construction of a Wastewater Treatment Facility, Clark County, Nevada. Phase 1

Abstract

This Phase I Environmental Baseline Survey report was prepared to support the proposed real property transaction between the City of North Las Vegas and Nellis Air Force Base (AFB) involving approximately 41 acres of property owned by Nellis AFB (hereafter referred to as subject property) for the construction and operation of a wastewater treatment facility. The subject property is part of the Nellis AFB Golf Course and is located at the southwest corner of the base (see Appendix B, Figures 1, 2 and 3). This report was prepared and the site reconnaissance was conducted according to Air Force Instruction 32-7066: Environmental Baseline Surveys in Real Estate Transactions and the American Society for Testing and Materials guidelines ASTM E1527-05, which define good commercial and customary practices in the United States for conducting an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (42 USC 9601) and petroleum products. According to information gathered from document searches, interviews, and the site reconnaissance, Gulf South Research Corporation (GSRC) found no evidence of contamination in connection with the subject property and found no evidence of contamination on adjacent properties surrounding the subject property that would pose an environmental risk. Closed Environmental Restoration Program sites, LF-01, SD-15, WP-17 and WP-24 exist within a 1mile search radius. Based on information gathered for this assessment, no further investigation or assessment for hazardous materials is recommended for the subject property.
