Phase 1 Environmental Baseline Survey for the Leasing of Nellis Air Force Base Land for Construction and Operation of a Youth Camp by the National Guard Bureau, Clark County, Nevada
Abstract
This Phase I Environmental Baseline Survey report was prepared to support the proposed lease of approximately 7.2 acres of property (hereafter referred to as subject property) owned by Nellis Air Force Base (AFB) to the National Guard Bureau for the construction and operation of a youth camp for the Challenge Program . The lease will involve five existing buildings, a portion of three buildings, and joint use of approximately 7.2 acres of land around those buildings. The property in consideration is a portion of Area II, and is located near the southeast boundary of Nellis AFB, Clark County, Nevada (see Figures 1, 2, 3 and 4 Appendix B). This report was prepared and the site reconnaissance was conducted according to Air Force Instruction 32-7066: Environmental Baseline Surveys in Real Estate Transactions and the American Society for Testing and Materials guidelines ASTM E1527-05, which define good commercial and customary practices in the United States for conducting an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (42 USC 9601) and petroleum products. According to information gathered from document searches, interviews, and the site reconnaissance, Gulf South Research Corporation (GSRC) found no evidence of contamination in connection with the subject property and found no evidence of contamination on adjacent properties surrounding the subject property. Closed Environmental Restoration Program (ERP) sites, WP-23, RW-21, RW-10, DP-06, LF-07, DP-08 and WP-22, exist within a 1 mile search radius. Closed underground storage tank (UST) sites are located near Buildings 10236 and 10237, but the sites have been cleaned, and pose no environmental risk to the subject property.
