Final Environmental Assessment: For Utility Easement and Installation of a Water Line Eglin Air Force Base, Florida

Abstract

Pursuant to the President's Council on Environmental Quality regulations for implementing the procedural provisions of the National Environmental Policy Act promulgated at 40 Code of Federal Regulations 1500-1508 (40 CFR 1500-1508), and the Department of the Air Force's (AF) Environmental Impact Analysis Process (EIAP) rules at 32 CFR 989, the AF has conducted an Environmental Assessment (EA) of the probable environmental consequences for granting an easement for, and installation of, an Okaloosa County water pipeline on Hurlburt Field, Eglin Air Force Base (AFB), Florida. This document serves as both a Finding of No Significant Impact (FONSI) and Finding of No Practicable Alternative (FONPA). The FONPA is required by Executive Order (EO) 11988, Floodplain Management, and EO 11990, Protection of Wetlands. Small portions of the Proposed Action will occur within wetlands or a FEMA-designated 100-year flood plain.
