Abstract
1. This report covers SIO activities during the month of August 2014. 2. Shipyard Representative biweekly reports and this report were delivered on schedule. 3. The work accomplished included Scripps technical review of questions posed by NAVSEA and PEO Ships concerning Dakota Creek Industries (DCI) inquiries on the specifics of OCEAN AGOR design. The shipyard representative report, submitted separately, details specific DCI required submissions, ship checks and drawings reviewed against technical standards. SIO continues to review technical manuals and attend factory acceptance tests. 4. SIO participated in Phase III discussions 6 August and OCEAN AGOR design review 19-20 August, as well as SALLY RIDE christening 9 August. 5. SALLY RIDE remains behind on construction. DCI does not have sufficient production workers to return to promulgated schedule. DCI recently requested an additional nine week extension on the delivery date for NEIL ARMSTRONG; PEO Ships rounded this request to three months pushing back delivery to April 2015. While no official change was made to SALLY RIDE s delivery date, it is assumed her delivery would be delayed by the same amount. Since the design review in August, on-site representatives report zero progress on electrical systems on SALLY RIDE (all efforts being devoted to NEIL ARMSTRONG). At this point, joiner work is being held up as cabling needs to be pulled behind bulkheads and there is little incentive to erect bulkheads that will impede cable pulling. Taken as a whole, this certainly implies that the gap between construction completions on the two ships will further increase. As NEIL ARMSTRONG continues to fall behind with nearly the full complement of shipyard production devoted to her, there is little reason to believe DCI will make an substantial correction to the delays on SALLY RIDE and she may be delivered even later than September 2015 (April 2015 plus six months).
