Environmental Assessment for Anti-Terrorism/Force Protection Upgrades at Beale Air Force Base, California
Abstract
Proposed Action: The proposed action would upgrade security gates and provide an appropriate facility to inspect incoming commercial vehicles. No-Action Alternative: Under the no-action alternative, no upgrades to the existing facilities would take place resulting in the current conditions of reduced security and productivity. Also, no vernal pools would be impacted. Alternatives Eliminated from Further Study: The new Vassar Lake gate facility was originally proposed for a location adjacent to an ephemeral drainage (jurisdictional waters of the U.S.). This proposal was rejected in order to avoid impact to the drainage, and to provide better line-of-sight between guard shacks. The Grass Valley facility was proposed for a location north of the current proposed location. However, this proposal was rejected to provide better line-of-sight between gate facilities. The CVIF was proposed in areas north and east of proposal location. These proposals were rejected in order to avoid adverse impacts to seasonal wetlands.
